Hello and welcome to VET News,

Welcome back everyone. I hope those that take time for Chrismas and New Year had a relaxing break. We are all back on deck now full steam ahead into a new year. Just a couple of things before you jump into the news:

  • Do not forget that the closing date for providing comment on the Draft revised RTO Standards is the 31st January 2023. I strongly encourage all persons working in the VET sector to take an interest in this. I have posted our feedback on our website if you are interested at the following page RTO Standards Review – Our Response. If you need to access the DEWR consultation paper and the online survey you can access these at the following site (click).
  • For those providers waiting on the TAE40122 – Certificate IV in Training and Assessment to land on scope. It will happen automatically so you do not need to apply for this. There is some technical problem that TGA and ASQA are working on that is preventing this addition to scope at the moment. I am advised by ASQA that they are working on it and hope to have it up on TGA as soon as possible. Apparentely TAC in WA got it sorted but the east coast is having some difficulties.

The Department of Employment and Workplace Relations has released a Jobs and Skills Australia discussion paper. The paper is an opportunity for interested parties to provide their views to the Australian Government about the ongoing arrangements of JSA, ahead of permanent arrangements being finalised.

New version of TAE training package and transition extension information

Version 5 of the TAE Training Package was approved by the Australian Industry Skills Committee on 8 November 2022 and endorsed by Skills Ministers on 18 November 2022.
This version includes a new TAE40122 Certificate IV in Training and Assessment, which supersedes and is equivalent to TAE40116 Certificate IV in Training and Assessment.
The Trainer and Assessor qualification requirements in Schedule 1 of the Standards for Registered Training Organisations remain unchanged. There is currently no requirement for existing trainers and assessors to attain the new TAE40122 Certificate IV in Training and Assessment.

VET employment outcomes improve in 2022

The latest VET student outcomes report shows that in 2022, 65.0% of VET qualification completers had an improved employment status after completing their training, up by 4.4 percentage points from 2021.

Among the qualification completers who were not employed before training, 49.6% got a job after their training (up 6.3 percentage points from 2021).

For qualification completers employed before training, 17.3% were employed at a higher skill level (up by 0.8 percentage points from 2021) and 37.1% were in a better job (down 1.7 percentage points from 2021) after training.

Satisfaction with training was similar to that reported in 2021, with 88.9% of qualification completers citing that they were satisfied overall with their VET training.

In-training numbers up 21.6% as at 30 June 2022

A total of 415,240 apprentices and trainees were in-training as at 30 June 2022, an increase of 21.6% from 30 June 2021.

Non-trade occupations contributed most to the increase in in-training numbers, up by 38.3% or 47,995 when compared with the same time in 2021. Clerical and Administrative Workers and Community and Personal Service Workers had the highest absolute increases in the number of apprentices and trainees in-training for non-trade occupations.

In trade occupations, 241,860 apprentices and trainees were in-training as at 30 June 2022, an increase of 11.8% when compared with the same time in 2021. By industry, the largest absolute increases in in-training numbers were in the Construction, Accommodation, and Health care and social assistance sectors.

Developing Australia’s Hydrogen Workforce

In June 2021 the Australian Industry and Skills Committee Secretariat commissioned PwC’s Skills for Australia to research and analyse the expected workforce and skills needs in order to gain a better understanding of the skills and capabilities required to support Australia’s emerging Hydrogen industry. The Developing Australia’s Hydrogen Workforce report provides some early analysis and evidence on emerging job roles, and the skills and training needed to support a safe and effective hydrogen economy in Australia across six key supply chain areas including; production; storage; transport and distribution; export; hydrogen as a transport fuel; and blending hydrogen into gas networks.

Adding value to competency-based training

Competency-based training (CBT) has been fundamental to how accredited VET is delivered in Australia for the last three decades or so and over this time it has garnered both advocates and critics. This research examines the strengths and weaknesses of CBT as it is currently applied to the Australian VET system and whether there is cause to consider a broader approach to defining and describing competence and hence considering how best teaching and learning in VET is delivered and assessed.
