To understand the current requirements of Standard 1.1 and why it matters, we need to look back at how the sector arrived at this point. For almost a decade, training delivery in vocational education has been shaped by a single question: how many hours of training are enough? This focus on “amount of training” emerged in the 2015 standards, when the regulator began enforcing the requirement that RTOs provide a “sufficient amount of training”. Enter the 2025 Outcome Standards and Standard 1.1 as a deliberate step away from that quantitative mindset. Instead of counting hours, the standard asks whether training is engaging, structured, paced, resourced, and supported by effective training techniques.
