Hello and welcome to VET News,

Lots of reminders about the approaching mandatory reports that are due at the end of February and March. These are really important so make sure you either do it today or set a reminder. In the past, I have seen some RTOs receive a significant fine for not submitting these reports. Remember AVETMISS can sometimes be tricky with errors in your data to resolve so, do not leave that to the day before it is due.

Please also take note of the many training package changes that are occurring regularly at the moment. We have provided a link below in Training Package Updates to all of the changes that have recently occurred. Remember that unless you receive a notification about an extension to the transition period, the normal transition arrangements will apply. We will keep you posted on any extensions that are granted.

Compliance & Regulatory News

Annual declaration on compliance open until 31 March 2021

The Standards for Registered Training Organisations (RTOs) 2015 (the Standards) require all ASQA RTOs to submit an annual declaration on compliance. The annual declaration online form is available until midnight on 31 March 2021.

The annual declaration is a simple online form, which requires RTO’s to assess their compliance with the Standards. ASQA sent an email to each RTO’s Chief Executive Officer on Friday 12 February 2021. Each email contains a unique URL to your RTO’s survey.

ASQA approves extended transition period for CPP50911 – Diploma of Building Design

ASQA has recently approved an extended transition period for CPP50911 Diploma of Building Design. The extended training, assessment and certification issuance period for this qualification ends on 1 July 2023.

The CPP50911 – Diploma of Building Design will remain on relevant RTOs scope of registration until the end of the extended transition period, unless withdrawn from scope prior.

ASQA has recently approved an extended transition period for FWP30716 Certificate III in Sawdoctoring. The extended training, assessment and certification issuance period for this qualification ends on 22 January 2022.
The FWP30716 Certificate III in Sawdoctoring will remain on RTOs scope of registration until the end of the extended transition period, unless the RTO chooses to withdraw it from scope prior.

2020 AVETMISS Reporting due soon

The collection window for direct reporting of 2020 AVETMISS fee-for-service activity reported directly to NCVER is due by 5pm (ACDT) Friday 26 February 2021.

If you are reporting fee-for-service activity via a state training authority (STA) then please check their deadlines as they may be earlier.

If your RTO did not deliver any training during 2020 you must submit a nil return via NCVER’s AVETMISS Validation Software (AVS).

Barranggirra: Training Services NSW Aboriginal Skilling for Employment Grant

Training Services NSW is pleased to announce a new Aboriginal Initiative – Barranggirra: Training Services NSW Aboriginal Skilling for Employment Grant. This new initiative consolidates the long-standing The Way Ahead for Aboriginal People and New Careers for Aboriginal People programs to strengthen the end to end support for Aboriginal and Torres Strait Islander learners. This includes improved post-training outcomes and building stronger links for Aboriginal people with current opportunities for employment and training flowing from broader Department and Government priorities for Aboriginal participation in the NSW workforce and in major projects.

Provision of foundation skills training by community education providers in regional Australia

This research investigates the contribution community education providers make to foundation skills training in regional Australia, the models of delivery which seemed to work best, and whether the undertaking of foundation skills training helps build social and human capital of the individual and broader community. The research finds that proportionally more regional community education providers deliver foundation skills training than other regional training providers.

Labour Market Trend Updates

Occupation Resilience Framework 

The National Skills Commission has developed the occupational resilience framework. The framework focuses on the latest labour market data for occupations that reflect the recovery path the labour market is taking, and complements the pre-COVID employment growth projections available by providing insights into the relative impacts of COVID-19 on different occupations.

The occupational resilience framework ranks occupations at the four-digit level of ANZSCO in terms of their relative short to medium-term employment growth prospects. Each occupation is assigned a score out of five for each of three components.
1) Pre-pandemic employment growth expectations
2) COVID-19 employment shock
3) COVID-19 labour demand recovery so far

The overall score is a summation across the three components. Occupations with an overall score of 11 or higher are considered to be resilient. View the scores here.
