Hello and welcome to VET News,
We are still waiting for the new RTO standards. In a joint media release issued by the Skills and Workforce Ministerial Council on the 20th Sep it was flagged that the standards will be release this week. I am keenly waiting for this.
For those who were following our ASQAneese article series on the website. These articles are being turned into a free webinar series that you can register for and view on demand. It was captured over Zoom just through discussion/interview so is fairly informal and a little cheesy, but I think it will be valuable for many who are trying to understand the questions that ASQA ask. Extended transition period: UET Units of Competencies (x7)
ASQA has recently approved an extended transition period for the units of competencies listed below.
- UETDRRF001 Perform cable pit/trench/excavation rescue
- UETDRRF002 Perform EWP rescue
- UETDRRF003 Perform pole top rescue
- UETDRRF004 Perform rescue from a live LV panel
- UETDRRF005 Perform rescue from switchyard structures at heights
- UETDRRF006 Perform tower rescue
- UETTDRRF08 Perform EWP controlled descent escape
Providers may accept new commencements during the extended period, on the condition that all students must have completed and been issued with statements of attainment by the new transition end date.
The transition period for training, assessment and certification issuance for these training products is extended from 13 October 2024 to 13 October 2025.

Meeting of Skills and Workforce Ministerial Council
Joint Media Release 20 September 2024
Skills and Training Ministers from the federal, state, and territory governments met in Melbourne to launch a significant component of the National Skills Agreement—the inaugural National Skills Plan. The Ministers also discussed support strategies for workers and communities affected by the net zero transition, explored opportunities for new and advanced apprenticeship models, reviewed the revised Standards for Registered Training Organisations ,and considered approaches to accelerate progress towards meeting Closing the Gap commitments.

National Skills Plan
The National Skills Plan outlines Skills Ministers’ vision for the national vocational education and training system, and the approach to achieving the shared goals of the National Skills Agreement.
The inaugural National Skills Plan marks an important early milestone for Skills Ministers under the National Skills Agreement. The plan:
- Outlines the shared vision of Skills Ministers for the VET system and how governments will collaborate to achieve common outcomes and priorities
- Provides guidance for industry, employers, and the VET sector to align their efforts towards common objectives
- Details planned initiatives to enhance the VET system’s structure and workforce, better meet the needs of students and industry, and address both cross-cutting and industry-specific national priorities
- Highlights early actions to address national priorities and agreed outcomes, and provides an overview of key milestones throughout the duration of the National Skills Agreement
- Explain show governments will work together and establishes a foundation for further engagement with stakeholders

Corrections to implicit scope calculations on the national register, training.gov.au (TGA)
On the 27th of August 2024 the TGA team deployed logic to correct the way the TGA system calculates RTO historic implicit scope for units and skill sets.
Since the initial development of TGA, there has been a gap in the logic used to calculate and record implicit scope for units of competency and skill sets. The primary issue is that scope has only been calculated nightly for the current release of each qualification and skill set, leaving historical implicit units from non-current qualification releases unrecorded in the RTO scope history.
The TGA team has been collaborating with stakeholders to correct historical scope data to accurately reflect RTO scope history, while also ensuring that future scope calculations align with policies on transition and teach-outdates.

VET numbers increase again in 2023
NCVER has published new data in its latest report, Total VET Students and Courses 2023.
The report reveals that 5.1 million students participated in nationally recognised vocational education and training (VET) in 2023, reflecting a 10.8%increase from 2022. Of these, 3.5 million students enrolled in stand-alone subjects, over 2.1 million pursued full qualifications, and 230,000 took short courses.
The majority of the growth came from stand-alone subjects, with a 14.0% rise in student numbers since 2022. And the number of students enrolled in full qualifications also grew by 6.7%, reaching 2.1 million.

Train Now Fund
The Train Now Fund is currently available to support training that addresses urgent or unforeseen needs. This fund offers grants to Skills Tasmania-endorsed Registered Training Organisations (RTOs) for the delivery of nationally recognised training. The grants are aimed at addressing:
- Immediate or unexpected training needs for industries or enterprises, and/or
- Immediate or unexpected training needs for learners in specific regions or cohorts.
Applicants may request up to $150,000 for a single purpose. The fund will remain open until June 30, 2025, or until all available funds have been allocated.

Building a Skilled Workforce grants
Skills Tasmania-endorsed Registered Training Organisations (RTOs) will soon be invited to apply for grants through the 2025 Building a Skilled Workforce –Existing Worker and Jobseeker funds.
These grants will help subsidise the cost of delivering training, assessment, and learner support services for Tasmanian existing workers and jobseekers in 2025.
The Building a Skilled Workforce grant programs aim to assist existing workers and jobseekers by supporting training that enhances employability, facilitates career transitions, and provides opportunities for upskilling and reskilling.
All endorsed RTOs will receive an email notification prior to the opening date for applications.

World Skills Australia Competitions
World Skills Australia (WSA) is a social enterprise dedicated to the belief that skills shape the future of young people and Australia as a whole.
The 2024 World Skills Australia Regional Competitions are currently taking place at Tas TAFE campuses across the state. Winners from the Tasmanian regional competitions who qualify will be invited to compete in the World Skills Australia National Championships in Brisbane in 2025, the country’s largest competition celebrating vocational education and skills excellence.

Disability Services Industry Skills Compact
The Disability Services Industry Skills Compact, along with its Priority Action Plan, has been developed in collaboration with key stakeholders from the Tasmanian disability services sector.
This agreement, recently signed by the Tasmanian Branch of the National Disability Services and the Tasmanian Government, represents a commitment to a shared vision for an accessible, employment-focused, and responsive training and workforce development system.

Apprentice and trainee completion rates 2023
NCVER Statistical report 12 September 2024
The latest NCVER report reveals that overall completion rates for apprentices and trainees declined in 2023, while completion rates for trade occupations saw an increase.
According to the Completion and Attrition Rates for Apprentices and Trainees 2023 report, individual completion rates for those who began training in 2019 dropped by 1.0 percentage point to 54.8%, compared to those who started in 2018. However, trade completion rates rose by 0.7 percentage points to 54.1%.

The Future of the Early Childhood Education Profession
Commissioned by the Australian Government, Jobs and Skills Australia (JSA), in collaboration with Human Ability, has published a study report on the Early Childhood Education and Care (ECEC) workforce. Titled The Future of the Early Childhood Education Profession, the report offers vital evidence, insights, and recommendations to support current and future workforce planning.
The report addresses key issues in the ECEC workforce and skills, with a particular focus on training, attraction, and retention, complementing the broader inquiries in this sector.
Findings indicate that current workforce levels are unsustainable to meet existing demand, highlighting challenges such as overtime, insufficient ongoing professional development, and increased reliance on trainees. To meet the current unmet demand and create more sustainable working conditions, the ECEC workforce would need an additional 21,000 qualified professionals. An extra 18,000 staff would be required to establish services where demand is unmet, and a further 18,000 would be necessary to fully implement Child Care Subsidy (CCS) changes and expanded preschool policies.

New government funded students and courses data
NCVER Statistical report 18 September 2024
NCVER has released the Government-Funded Students and Courses – January to March 2024 report shows in the first three months of 2024, 761,475 students were enrolled in government-funded VET, reflecting a 1.0% increase compared to the same period in 2023. Of these, 650,720 students were enrolled in training package qualifications.
The training package with the largest growth in enrolments was Community Services, with an increase of 9,725 (6.4%) compared to 2023. It was also the most popular training package, accounting for 163,245 enrolments (23.6% of all training package enrolments).

National Labour Market Update
The Labour Market Update is a quarterly report offering insights into factors impacting the Australian labour market.
The June 2024 update published on September 10th highlights the following:
- Strong employment growth, driven by population increases
- Early signs of softening in Australia’s labour market
- Ongoing low fill rates for roles requiring Certificate III/IV qualifications
- Managers and Professionals dominate the list of 4-digit occupations with high hourly earnings and low fill rates.

International Labour Market Update- Global labour markets remain tight despite decline in job postings
A recent United Nations research report highlighted that labour markets in advanced economies remained tight, with unemployment rates reaching record lows during the first four months of 2024.
However, analysis by the Organisation for Economic Cooperation and Development (OECD) shows signs of labour market softening, including a decline in job postings between February and May 2024 in Australia and several other developed countries. This trend aligns with other reports showing a drop in job vacancies across most advanced economies throughout the year.
Despite these changes, the OECD report revealed that women have outperformed men in the labour market since the pandemic, particularly in countries like Australia, Japan, and South Korea, where employment growth for women has been notably strong.

Unith releases interFace platform giving training businesses access to develop a Digital Human to support training and student support.
UNITH an Australian company has publicly launched interFace with businesses now able to access the platform to build a digital human to support training and student support. Upon registration, users will be able to select a user plan and be able to start generating their own Digital Human. These Digital Humans can then be deployed to a website or within a cloud based LMS and can be trained in the course content. The availability of this emerging technology is expected to revolutionise customer support and present opportunities in the training industry to augment existing services in training, student support and learning support. The recent development of the NSW Department of Education NSWEduChat service which is an AI chatbot to used to assist students has set the benchmark for the positive use of AI in education. This capability is now available to training organisations to build according to their own VET curriculum.

The World Conference on TVET (WoCTVET) is an official program of the Faculty of Technical and Vocational Education (FPTV) at University Tun Hussein Onn Malaysia (UTHM). Held biennially since 2008, this year’s conference is organised by UTHM Malaysia in collaboration with the Malaysia Research Institute for Vocational Education & Training (MyRIVET). The theme for this year’s conference is “Sustainable Social and Economic Development through TVET.”
