Hello and welcome VET News,

I hope you are surviving the election. We are almost halfway! The consensus in the media seems to be that if the Labor Party are elected it is going to be a boom time for public TAFE. You can read all about it here where Labor are very clear that they intend to change the funding arrangements to preference 70% of all VET funding to “Public TAFE” which they refer to as “the backbone of our vocational educational system”. So, I guess if you work in the VET sector, your vote might fall basically down these lines:
  • If you are a public servant working at a TAFE and enjoy your job security, you should probably vote Labor.
  • If you are an owner of or employed by a private RTO or any RTO other than TAFE, you should probably vote for any other political party other than Labor that does not preference Labor.

Having been through a few elections, I don’t think the contrast in choice for the VET sector has ever been so clear.

A couple of other things to note.

You need to checkout the new National Microcredentials Framework in other VET news. It is likely a positive development that will lead to more efficient skills transfer in support of specific industry needs. I cannot go past sharing with you the definition that they have established to define what a microcredentials is. Here we go:

“A microcredential is a certification of assessed learning or competency, with a minimum volume of learning of one hour and less than an AQF award qualification, that is additional, alternate, complementary to or a component part of an AQF award qualification.”

I wonder how many hours were spent piecing that together? Anyway, apart from the boffin-infused definition, it looks like a good contribution and I look forward to seeing how microcredentials evolve in the sector. Check it out.Last thing.

I am keeping an eye out for some promised VET reforms that seem to have either gone missing or are maybe running late. The first is the Australian Qualifications Framework (AQF) Review. The final report was release in 2019 and the department page says “On 9 December the Government accepted the aims of the recommendations of the review in relation to vocational education, contingent on further discussions with state and territory governments.”. What’s happening with this? If you know more, please feel free to email me.

Also, in November last year ASQA said “The Department of Education, Skills and Employment expects to release a draft revised set of RTO Standards early in 2022”. Ok, we can probably say that it is now officially not ‘early 2022’. That ship probably sailed in March. There is nothing on the Department site other than a RTO Quality Issues Paper that was released in 2020. Again, what is happening? There seems to be a lot of overpromising and underdelivering. Maybe too many projects all at the same time? Anyway, if you know more, please let me know.

Cost recovery review

ASQA is participating in the Department of the Prime Minister and Cabinet’s (PM&C) cost recovery review which aims to improve regulator performance and accountability. The PM&C’s Best Practice Cost Recovery Project brings 9 national regulators operating cost recovery models together to review best practice regulator performance. The project will review how regulators use cost recovery to inform their decisions around resource allocation, regulatory performance, and organisational design ahead of ASQA’s operation as a full cost recovery agency from 1 July 2022.

HSSO workforce development portal

The Human Services Skills Organisation (HSSO) has launched an online portal that gathers information about workforce development programs and initiatives in one place. It is designed to be used by employees, employers, organisations, registered training organisations (RTOs), educators, and peak bodies in human services as a single point of reference to search and access content that is currently held in a multitude of locations.

Skills Reform update

The Commonwealth Government’s Department of Education, Skills and Employment has released a National Micro-credentials Framework. The framework was the product of broad consultation and it is hoped the implementation of the framework will encourage greater cohesion in the design, development and delivery of micro-credentials across higher education, vocational education and industry.

Free reports on VET student outcomes for RTOs are now available

The National Student Outcomes Survey is Australia’s largest survey of vocational education and training (VET) students and collects information on the outcomes and satisfaction of students who completed training in the previous calendar year. National results from the 2021 survey are available from the NCVER Portal. A free report containing a summary of your students’ survey responses, alongside state/territory and national comparisons, is now available to eligible RTOs.

ANZSCO Classifications Update

The Australian Bureau of Statistics (ABS) released an update of the Australian and New Zealand Standard Classification of Occupations (ANZSCO) in November 2021. This update includes new occupation codes, changes to occupations titles and a realignment of existing codes. NCVER has updated ANZSCO classifications for qualifications and accredited courses to reflect changes, where required.

Measuring recruitment difficulty

This paper outlines that one of the most cited outputs from the Recruitment Experiences and Outlook Survey (REOS) is the ‘recruitment difficulty’ rate. Over May to December 2021 an average of 43% of employers in Capital Cities were currently recruiting or had recruited in the previous month, while in Rest of State areas 47% of employers were currently recruiting or had recruited in the previous month.  Employers that were recruiting over May to December 2021, 51% of employers in Capital Cities experienced difficulty in their most recent recruitment, while in Rest of State areas it was 58%.

ABS Labour Force Results March 2022

Seasonally adjusted employment increased by 0.1 per cent over the month, to stand at a record high of 13,389,900 in March 2022. Employment is now 3.0 per cent above the level recorded in March 2020. Full-time employment increased by 0.2 per cent in March, to stand at a record high of 9,248,600 while part-time employment decreased by 0.1 per cent.

The unemployment rate fell marginally over the month, to 4.0 per cent in March 2022, the equal lowest rate recorded since November 1974. The underemployment rate fell by 0.2 per cent over the month, to 6.3 per cent in March 2022, the lowest rate recorded since November 2008 and well below the 8.8 per cent recorded in March 2020.
