Cost recovery review

ASQA is participating in the Department of the Prime Minister and Cabinet’s (PM&C) cost recovery review which aims to improve regulator performance and accountability. The PM&C’s Best Practice Cost Recovery Project brings 9 national regulators operating cost recovery models together to review best practice regulator performance. The project will review how regulators use cost recovery to inform their decisions around resource allocation, regulatory performance, and organisational design ahead of ASQA’s operation as a full cost recovery agency from 1 July 2022.

The Human Services Skills Organisation (HSSO) has launched an online portal that gathers information about workforce development programs and initiatives in one place. It is designed to be used by employees, employers, organisations, registered training organisations (RTOs), educators, and peak bodies in human services as a single point of reference to search and access content that is currently held in a multitude of locations.

The Commonwealth Government’s Department of Education, Skills and Employment has released a National Micro-credentials Framework. The framework was the product of broad consultation and it is hoped the implementation of the framework will encourage greater cohesion in the design, development and delivery of micro-credentials across higher education, vocational education and industry.

The National Student Outcomes Survey is Australia’s largest survey of vocational education and training (VET) students and collects information on the outcomes and satisfaction of students who completed training in the previous calendar year. National results from the 2021 survey are available from the NCVER Portal. A free report containing a summary of your students’ survey responses, alongside state/territory and national comparisons, is now available to eligible RTOs.

The Australian Bureau of Statistics (ABS) released an update of the Australian and New Zealand Standard Classification of Occupations (ANZSCO) in November 2021. This update includes new occupation codes, changes to occupations titles and a realignment of existing codes. NCVER has updated ANZSCO classifications for qualifications and accredited courses to reflect changes, where required.

This paper outlines that one of the most cited outputs from the Recruitment Experiences and Outlook Survey (REOS) is the ‘recruitment difficulty’ rate. Over May to December 2021 an average of 43% of employers in Capital Cities were currently recruiting or had recruited in the previous month, while in Rest of State areas 47% of employers were currently recruiting or had recruited in the previous month.  Employers that were recruiting over May to December 2021, 51% of employers in Capital Cities experienced difficulty in their most recent recruitment, while in Rest of State areas it was 58%.

Seasonally adjusted employment increased by 0.1 per cent over the month, to stand at a record high of 13,389,900 in March 2022. Employment is now 3.0 per cent above the level recorded in March 2020. Full-time employment increased by 0.2 per cent in March, to stand at a record high of 9,248,600 while part-time employment decreased by 0.1 per cent.

The unemployment rate fell marginally over the month, to 4.0 per cent in March 2022, the equal lowest rate recorded since November 1974. The underemployment rate fell by 0.2 per cent over the month, to 6.3 per cent in March 2022, the lowest rate recorded since November 2008 and well below the 8.8 per cent recorded in March 2020.
