More changes are occurring with Quality Indicator Reporting. ASQA seem to have reverted back to advocating the use of the now 15 year old AQTF 2007 Learner and Employer surveys. I was hopeful that the VET Student Experience Survey introduced during COVID would fully replace the mandatory collection of this survey . Instead, ASQA seemed to have reinforced the existing quality indicator arrangements by introducing a webform as an option to collect quality indicator summary information. The Data Provision Requirements 2020 make it a legislative requirement that this data be collected so, in many respects ASQA is bound to make arrangements available for providers to comply with this. But, instead of mandating the use of the 2007 AQTF survey tools, ASQA could mandate providers collect student and employer survey data according to specific focus areas such as enrolment satisfaction, student support, skills transfer, access to materials et cetera and let providers design their own survey questions which are more appropriate to their students and mode of delivery. If we must persist with the collection of this information, at least give providers the flexibility to develop their own survey tools and encourage this. I think you would find that providers would embrace this and we might even achieve the aims of the original intent of the 2007 standards on which this requirement is based.I have been busy starting a new article series on course design. Just a quick update on the release of the new Standards for RTOs. I am told that the revised standards will now be released in early 2023 one year after they were originally promised by ASQA. If you know more about the revised standards release, please let me know. Early leaked editions are welcome. 🙂

Quality indicator annual summary
Quality indicator annual summary reports are due 30 June 2022.
Quality indicator annual summary reports consist of student engagement and employer satisfaction data and is an important measure for both providers and for ASQA, helping to enable provider self-assurance and continuous improvement, while also contributing to national benchmarking.
This year, providers are invited to submit their data online using this webform. Alternatively, collated responses can be populated using the quality indicator annual summary report template (DOC), and sent to qidata@asqa.gov.au by 30 June.

Cost Recovery Implementation Statement from 1 July 2022
As at 1 July 2022, ASQA will begin operating as a full cost recovery agency. This will involve changes to the majority of ASQA’s fees and hourly charges. The Annual Registration Charge for providers will increase from 1 July 2022, reflecting an increase from 60 per cent of costs currently recovered. ASQA will continue to engage with stakeholders on the transition to full cost recovery through its Cost Recovery Stakeholder Engagement Strategy (CRSES).

National Student Outcomes Survey
The National Student Outcomes Survey has now opened for students who completed a VET qualification, program or subject during 2021. The survey covers students who completed nationally recognised VET delivered by registered training organisations (RTOs) in the previous calendar year. New this year are a set of questions looking at the experiences of online delivery, as well as finding out how the COVID-19 pandemic affected students’ training during 2021. Specific questions focusing on apprentices and trainees have also been included again this year.

Joint Commitment to Transform Early Education
The Australian Government has welcomed moves by the New South Wales and Victorian governments to provide additional funding for early childhood education. The NSW Government will invest more than $5.8 billion over 10 years to introduce universal pre-kindergarten for all children in NSW. The Victorian Government will invest $9 billion over 10 years to make kinder free, deliver universal pre-prep for 4-year-olds, and establish 50 government operated child care centres. The Australian Government is also enhancing the Community Child Care Fund, which will result in an additional 20 child care services in regional and remote Australia, supporting Indigenous communities, and allowing more children to access quality early learning.

Insights for delivering VET online
This project provides a picture of how the VET system responded in 2020 to the uncertainty and challenges — to training delivery and assessment – generated by the pandemic, also detailing its influence on RTOs’ future training delivery plans. These insights have been informed by a survey of RTOs, administered in collaboration with the Australian Skills Quality Authority (ASQA), and through a series of semi-structured interviews with the case study RTOs.

Vacancy Report – May 2022 (Preliminary)
In seasonally adjusted terms, job advertisements increased by 0.9% (or 2,800 advertisements) in May 2022 to stand at 298,400. This increase follows a downward revision in job ad growth in April to 4.1% over the month. Recruitment activity increased across all states and territories during May 2022, however, month on month recruitment activity growth only exceeded 1.0% in Tasmania (up by 11.5%) and Western Australia (3.8%).
