Thank you to all those who gave amazing feedback on the below article Speaking ASQAneese Part 1. I am working on Part 2 and hope to have that out soon.
There are some great articles in this edition of VET News. ASQA has released its new Service Charter. It is ambitious and something we will monitor closely. We constantly assist clients through many applications with ASQA including initial and renewal of registrations and changes to scope. The difference between reality and the proposed standard is significant. As an example, if I were to submit a client application for initial registration, right now, after the application clears the completeness check we are waiting about 6-7 months before we get a result from the application assessment. The service standard proposes to bring this down to 90 days in 80% of all applications processed. Wow, that would be a massive improvement! We will monitor this closely and report back our findings.

New Service Charter and revised Service Standards
The development of ASQA’s Service Charter has now been finalised, along with a review of their current service standards to ensure they remain realistic, measurable and fit for purpose.
The review was comprehensive and included valuable feedback from internal staff, their Advisory Council and Provider Roundtable.
The Charter, including the revised standards, provides enhanced visibility, transparency and accountability for ASQA’s performance.

Bogus VET qualifications
ASQA announced on the 9th June 2023 that:
“In carrying out our intelligence gathering, investigation and monitoring work, we occasionally come across bogus or fraudulent qualification documents. Fabricating bogus qualifications and using them to deceive potential employers undermines the integrity of Australia’s VET system, and we will take action against anyone who engages in this practice. Issuing bogus qualifications is an offence under the National Vocational Education and Training Regulator Act 2011, and can lead to civil and criminal penalties.”

Effective teaching practices and student support services in online VET
This research identified effective teaching practices and student support services that facilitate the successful online delivery of VET, including in blended delivery. Across eight case-study qualifications, five themes of good practice online delivery were identified: simplicity, clarity and consistency; development of varied and engaging learning material; communication and engagement; flexibility; and student support.
Some divergent views on the suitability of online delivery for some qualifications were found, however, especially for foundations skills and trade qualifications.
Best practice student support was provided pro-actively, individualised, flexible and responsive to students’ individual needs.

New First Nations workforce analysis reports released
First Nations people make diverse and important contributions to Australia’s workforce and are leading the way at the pinnacle of many sectors but unacceptable gaps persist in education and employment outcomes at the population level.
First Nations people continue to face additional barriers to work and study compared to other Australians.
Jobs and Skills Australia has used administrative data to piece together new information to aid conversations about supporting First Nations people to thrive in Australia’s workforce.
Previously data of this nature has only been available every five years through the census.

Free Webinar – The future of VET in Europe: trends and lessons for a global debate
This is a webinar that was conducted back in January but was only just distributed in the UNEVOC Quarterly. Great free professional development for those interested in the evolution of VET. Hosted by UNESCO-UNEVOC and the European Centre for Vocational Education and Training (CEDEFOP), this webinar presented the findings of the recent study on ‘The Future of VET in Europe’ to the international TVET community. Definately lessons here for Australia to consider.

Learner-centred teaching in technical and vocational education and training – Perspectives and reviews of six Asia-Pacific countries
A learner-centred approach to teaching in Technical and Vocational Education and Training (TVET ) is based on learner engagement, autonomy and outcome-based activities to support professional development. This report analyses the status of learner-centred TVET teaching in six selected countries across Asia and the Pacific, including China, Republic of Korea, Samoa, Sri Lanka, Thailand, and Uzbekistan. The countries were selected because of their geographic diversity, access to national experts, and potential around learner-centred TVET.
The first part of the study is a review of the theoretical background on the learner-centred approach and TVET teaching with an international scope. A total of 25 indicators were used to assess three components of TVET teaching in the region. The analysis includes 17 examples corresponding to the selected indicators. The findings showcase lessons learned and recommendations for countries to self-assess their TVET teaching strategies. These examples will help to inform future projects and capacity building in each sub-region of Asia-Pacific.
