Breaking news today, the Australian Government today has announced reforms to the Australian Skills Quality Authority (Click). The joint ministerial announcement says:

“As part of these changes Mark Paterson AO, the Chief Commissioner of ASQA, has decided the proposed shift in direction for ASQA provides an appropriate time for him to step down and pass responsibility for managing the next phase of ASQA’s evolution to others,”

So, Mark Paterson is gone. I think this is a very positive move by the Minister. ASQA needs a change in regulatory culture and it will now be possible.

Extended transition date for existing third-party arrangements

ASQA recently released a General Direction with guidance on third-party arrangement. ASQA has extended the transition period for existing arrangements  to meet the requirements set out in the General Direction. It has been extended from 1 November 2019 to 1 January 2020.

Extension to transition period for CPP qualifications and units of competency

ASQA has recently approved an extended transition period for:

  • CPP40307 Certificate IV in Property Services (Real Estate)
  • CPP40507 Certificate IV in Property Services (Business Broking)
  • CPP50307 Diploma of Property Services (Agency Management)
  • 80 CPP Property Services units of competency that lead to licences in the property industry across Australia

The extended training, assessment and certification issuance period for this qualification ends on 30 September 2021.

AVETMISS Reporting

The VET Provider Collection specifications: release 8.0 were recently updated with the following:

  • NAT00020 file has been updated to clarify that when an overseas delivery location is being reported, the Address – suburb, locality or town field should be populated with the suburb/locality or town of the overseas location.
  • NAT00120 file has been updated to advise that the Commencing program identifier field can be left blank when reporting directly to NCVER. State/territory reporting may still require this field to be populated.
  • A new example Standard enrolment form has been provided with an updated question 1 to align with the USI verification requirements.

AVETMISS Validation Software (AVS)

In the coming weeks, there will be a new release of the AVETMISS Validation Software (AVS) with the following updates:

  • RTOs can now submit their AVETMISS data using any of their trading names.
  • RTOs can now use the USI Transcript Update Tool to edit individual USI Transcript records to have any of their valid trading names.
  • New validation warnings have been introduced checking whether the activity reported by an RTO aligns with that listed on their scope on training.gov.au (TGA).
  • All validation checks on the field Commencing Program Identifier have been removed.

Australian Apprenticeships National Skills Needs List Review

The Department Employment, Skills, Small and Family Business is seeking input from industry and employer groups, and other interested stakeholders to review the Australian Apprenticeships National Needs List. The review will ensure skills shortages are identified using an up-to-date methodology and that apprenticeship incentives are targeted at addressing critical skills shortages in the Australian economy.

Apprentice and trainee commencements increase in March 2019 quarter

The latest release of national apprentice and trainee data show trade and non-trade commencements increased in the March 2019 quarter, up 2.2% compared to the same quarter in 2018.

This paper indicated that the main increases in trade commencements (up 2.9%) were seen in automotive and engineering trades workers and electrotechnology and telecommunications trades workers when compared with the March quarter 2018. Non-trade commencements increased by 1.3% over the same period, with the biggest increases seen in carers and aides and sports and personal service workers.

Shift towards more labour-intensive service industries

The Australian labour market has experienced uninterrupted growth for almost three decades, shifting away from production industries towards service-based industries. The four industries projected to provide around two-thirds of employment growth over the next five years are health care and social assistance (up by 250,300), construction (118,800), education and training (113,000) and professional, scientific and technical services (106,600).
This has led to a growth in part-time work, women’s workforce participation, and strong growth in higher skilled jobs.
