Hello and welcome to VET News,

The national regulator is absolutely on a charm offensive at the moment. Over the last 3 weeks I have noticed a definite shift in the approach that the regulator is taking in the handling of and engagement with RTOs. All of a sudden, the regulator seems to be a little more conciliatory and eager to be fair. I realise that some will have different opinions, but I do think it is a shame that such damage needed to occur to the sector causing representatives of the government to push back in order to get this change of approach. Don’t get me wrong, I don’t think we are completely out of the woods yet.

I was told this week through a contact that the ASQA legal section has been directed to conciliate and resolve every and all cases that are unlikely to be winnable during a formal AAT hearing. I’m not totally sure if that is motivated by budget or just trying to clear the decks and minimising further reputational damage. I suppose if you’re in a hole that you’re trying to get out of the last thing you want to do is keep digging the hole!

I did think it was interesting that the Acting Chief Commissioner released a fairly candid open letter to the sector on 14 October (click). Whilst the letter was clearly designed to draw a line under the past to enable the sector to move on, there were some parts of the letter that don’t quite fully recognise the current situation. As an example, Ms Rice noted her awareness of “perceptions” around consistency of the regulator’s decision-making process. Far out! So, the absolute inconsistency in almost every audit conducted by ASQA is only a “perceived” problem. How about we just fess up and recognise that it is a problem and that we need to try and fix it. I will be taking a very keen interest to see who they appoint into the permanent role and I am obviously hoping that it is someone with very strong VET credentials. I personally think that David Garner would be the best choice for the job.

Lastly, I would like to bring your attention to a petition which is available on the Parliament of Australia website at the moment and which closes on the 20th November 2019. This is an official petition that is calling for the House to direct the Standing Committee on Employment, Education and Training to initiate a formal Inquiry into ASQA’s regulatory strategies, policies and activities. Whilst many of you may have been fairly insulated from the very dark regulatory period that we have just come through, there are many businesses that have been totally wrecked, livelihoods destroyed, and communities disadvantaged from having access to quality training because of the regulatory approach by ASQA. I do think that this inquiry would be a very good thing for the sector. I do think that this inquiry is necessary to expose some of the very damaging practices that ASQA has carried on with in the last 3 to 5 years. I am particularly interested to see an enquiry into how ASQA has gamed its regulatory approach to harvest additional revenue from the sector by imposing unfair audit fees on providers where this was not necessary. This enquiry may be really the only opportunity to shed some light on this period before ASQA conveniently moves on to the next chapter like nothing happened. Petition – Inquiry into the regulatory strategies, policies and activities of ASQA

An online petition has been launched on the Australian Parliament website. The petition is calling for the House to direct the Standing Committee on Employment, Education and Training to initiate a formal Inquiry into ASQA’s regulatory strategies, policies and activities. Minister announces VET sector reforms

The Australian Government has announced significant reforms to the VET sector. The changes include a new VET Stakeholder Committee and plans to expand ASQA’s role to provide more education to the VET sector. The reforms to ASQA support a more educative approach to regulation to help providers improve quality.

ASQA Annual Report 2018-19 released

ASQA has released its annual report for the 2018-19 financial year. The report provides an overview of ASQA’s regulatory work and performance against key indicators and metrics over the last year.

Guidance on change in ownership obligations

ASQA is updating its policy around change of ownership obligations from 31 October 2019. All parties involved in the sale or merger of a provider must understand their new obligations. ASQA has produced a new guide and fact sheet to change of ownership.

Updates to USI transcript for closed registered training organisations

ASQA is now able to upload the academic results from closed RTOs to students’ Unique Student Identifier (USI) transcripts outside the regular data submission windows. This allows USI transcripts to be updated for students from closed RTOs in a timely fashion.

Tool released to assist development of VET accredited courses

ASQA has developed an Industry consultation form (DOC) to assist course developers in meeting The Standards for VET Accredited Courses 2012 requirements. The form consists of two parts:

  1. To be completed by the stakeholder engaged and requires general information about that stakeholder and their responses to questions about the proposed course.
  2. Attachment 1 and 2 to be completed by the course developer and circulated to industry representatives providing an overview of the proposed course information.

Changes to the Financial Viability Risk Assessment (FVRA) tool

ASQA has made a number of revisions to the Financial Viability Risk Assessment (FVRA) tool to make it more user friendly. These changes will assist users in ensuring the tool is complete before they provide it to ASQA and, in cases where it is incomplete, provide additional guidance to identify items missing.

ASQA approves extended transition period for ACM30517 Certificate III in Farriery

ASQA has recently approved an extended transition period for ACM30517 Certificate III in Farriery until the 30th June 2021. The ACM30517 Certificate III in Farriery will remain on RTOs scope of registration until the end of the extended transition period, unless the RTO chooses to withdraw it from scope prior.

Introduction of new State specific AVETMISS reporting fields

Skills Tasmania is introducing a number of new Tasmanian specific fields which RTOs will need to report with their training activity data from the 2020 data collection year. Introduction of the new fields will allow Skills Tasmania to meet Commonwealth reporting requirements. The information collected will help to enhance reporting on VET activity, and will assist with policy development and program delivery in Tasmania.

Scott Cam named Australia’s first National Careers Ambassador

Business owner, former apprentice and television presenter Scott Cam has been named the National Careers Ambassador to help promote the importance of career information, both when starting out and at key transition points throughout a career. Scott will also help the National Careers Institute promote the variety of career pathways available, including vocational education and training (VET).

Online VET courses show mixed outcomes

VET courses delivered entirely online have higher non-completion levels than other modes of training, but for students who do complete, employment outcomes can be comparable to those delivered via other modes.
This research provides a contemporary view of how online learning is used to deliver entire qualifications in the Australian VET sector. It estimates the extent that entire qualifications are delivered online, investigates what this online delivery looks like and whether online training is providing students with similar experiences and outcomes as face-to-face training. It culminates with identification of what makes for good practice in online delivery.
